Chocolate and dogs:
the dose is the danger.
Chocolate is toxic to dogs because they clear theobromine far more slowly than people do. The risk depends on the dog's weight and the type of chocolate, not on whether chocolate was eaten at all.

Know this first.
Chocolate harms dogs through methylxanthines, principally theobromine and secondarily caffeine, which dogs metabolise much more slowly than humans. Published veterinary references place mild signs from around 20 mg of methylxanthines per kilogram of body weight, cardiac effects around 40 to 50 mg/kg, and seizures at 60 mg/kg and above. Because concentration varies enormously by product, a square of white chocolate and a square of baking chocolate are not remotely the same event. If a dog has eaten chocolate, phone a vet or a pet poison line with the dog's weight and the product's label rather than deciding at home.
Why dogs and people differ
Theobromine and caffeine are methylxanthines, closely related stimulants that act on the heart, the central nervous system and the kidneys. Humans metabolise theobromine comparatively quickly, which is why an adult can eat a bar without consequence. Dogs eliminate it far more slowly, so the same compound accumulates to an effective dose in an animal that is also, usually, much smaller.
That is the whole mechanism, and it explains why the conversation should always be about milligrams per kilogram rather than about squares. A 40 kg dog and a 4 kg dog that eat the same piece of chocolate have not had the same exposure, and a product that is mostly sugar and milk is not the same exposure as one that is mostly cocoa solids.

The published dose thresholds
Veterinary references describe a graded response rather than a single lethal line. Mild signs — vomiting, diarrhoea, restlessness, increased thirst and urination — may appear from about 20 mg of methylxanthines per kilogram of body weight. Cardiac effects including a raised heart rate and arrhythmia are associated with roughly 40 to 50 mg/kg. Seizures are associated with 60 mg/kg and above. A reported oral LD50 in dogs sits between 100 and 200 mg/kg, but serious illness and death are documented well below that, so the LD50 is not a safety margin.
Signs commonly develop within twelve hours of ingestion, and early presentation is often behavioural: excitement, agitation or restlessness rather than obvious distress. A dog that seems merely lively after finding a wrapper has not necessarily escaped anything. Treatment is time-sensitive, and the decision about whether to intervene is a clinical one that depends on the amount, the product, the animal and how long ago it happened.

Not all chocolate is the same product
The single most useful fact in an emergency is that the word chocolate covers wildly different concentrations. Published figures put unsweetened cocoa powder highest at roughly 800 mg of methylxanthines per ounce, unsweetened baking chocolate at around 440 mg, semisweet and dark chocolate at roughly 150 to 160 mg, milk chocolate at about 64 mg, and white chocolate at around 1 mg, which is effectively negligible. Cocoa bean hull garden mulch sits at roughly 255 mg per ounce and is the exposure people most often forget, because it is not in the kitchen.
This is also why the percentage on a bar matters here in a way it does not matter for flavour arguments. A higher cacao percentage means proportionally more cocoa solids, and the methylxanthines live in the non-fat cocoa solids rather than in the cocoa butter, the sugar or the milk. A dark bar and a milk bar of identical weight are separated by roughly a factor of two to three.

What to actually do
If a dog has eaten chocolate, the useful response is to collect the information a clinician will ask for and then make the call. That is the dog's weight, the product and its cacao percentage or type, the best estimate of the quantity eaten, and the time it happened. Keep the wrapper. Do not attempt to induce vomiting on your own initiative — whether that is appropriate depends on timing and on the animal, and doing it wrongly introduces its own risks.
Prevention is more mundane and more effective than any of this. Chocolate stored at counter height, handbags left on the floor, advent calendars, baking ingredients and cocoa mulch on garden beds are the recurring routes. A dog does not need to have shown interest before to show interest once.
