Does chocolate expire?
Read the date correctly.
Most chocolate carries a best-before date about quality, not a use-by date about safety. Knowing which one you are reading, and what actually degrades, decides whether to eat it or bin it.

Know this first.
Plain chocolate rarely becomes unsafe through age alone: it is low in moisture, which is hostile to microbial growth, and it normally carries a best-before date describing quality rather than a use-by date describing safety. What does degrade is flavour, aroma and texture, through fat oxidation, staling and odour pickup. The exceptions matter — filled, fresh-cream, nut-containing and handmade chocolates have genuinely shorter and sometimes safety-relevant lives, and a damaged pack changes the answer entirely.
Best-before is not use-by
A best-before date is a quality statement: the manufacturer's assessment of how long the product will remain at its intended standard when stored as directed. Food past it is not automatically unsafe, and in many jurisdictions it may still legally be sold. A use-by date is a safety statement applied to foods that support microbial growth, and it should be respected.
Plain chocolate almost always carries the first kind. Its water activity is low enough that the organisms that make food dangerous struggle to grow, which is why dry chocolate is a comparatively stable food. The date is telling you when the maker stopped being willing to vouch for the flavour, not when the bar becomes a hazard.

What actually degrades
The first thing to go is aroma. Volatile compounds are exactly the ones that leave, and cocoa butter readily absorbs odours from its surroundings, so a bar stored near coffee, spices or cleaning products can pick up a character that was never intended. The second is fat oxidation, which produces stale, cardboard or crayon notes and arrives faster with warmth, light and any nut or dairy content.
Bloom is a separate matter and is often mistaken for spoilage. The whitish film on an old bar is usually fat bloom or sugar bloom, both of which are crystal-structure defects rather than evidence of decay. Bloomed chocolate is commonly safe when the wrap is intact, though the texture will have suffered. Bloom tells you about the storage history, not about the microbiology.

Where the exceptions are
The stability of plain chocolate does not transfer to everything sold in a chocolate shop. A ganache, a fresh-cream filling, a fruit centre or a soft caramel introduces water and often dairy, and water is exactly what plain chocolate lacks. Those products can have lives measured in days or weeks, may require refrigeration, and can carry a genuine use-by date.
Inclusions shorten things too. Nuts bring their own fats, which oxidise faster than cocoa butter and produce a distinctly rancid character; milk powder in milk and white chocolate is likewise less stable than plain dark. Handmade and small-batch products may also be made without the preservative systems and packaging barriers of industrial production, which is a feature rather than a fault but does shorten the window.

How to decide about the bar in front of you
Start with the packaging rather than the chocolate. An intact, unopened, correctly stored pack that is past a best-before date is a quality question. A pack that has been opened, crushed, wet, or stored somewhere hot or humid, or whose history you do not know, is a different question and the sensible answer there is to discard it. Any product subject to a recall should be treated as the recall notice directs, regardless of appearance.
Then use your senses in the right order. Look for mould rather than for bloom — mould is fuzzy and coloured, bloom is flat and whitish. Smell for rancid, stale or foreign odours. Taste last and only a small piece. Unpleasant is a reason to stop; unpleasant is not the same as dangerous, but there is no prize for continuing.

Mould looks different: fuzzy, raised and usually coloured. If you see mould, or the pack has been wet, discard it.

- It can slow fat oxidation, but it introduces humidity, competing odours and condensation risk, and moving chocolate in and out causes the temperature swings that produce sugar bloom. Stable, cool, dry, dark and sealed storage generally serves better than the fridge. If you must refrigerate, double-wrap and let the sealed pack return to room temperature before opening.
