Cocoa butter vs vegetable fats:
the 5 per cent question.

Cocoa butter equivalents can legally replace part of the cocoa butter in chocolate. What the rules permit, why makers use them, and the label statement that tells you it happened.

Know this first.

Cocoa butter is the fat pressed from cacao, and it is what gives chocolate its snap and its melt just below body temperature. EU rules permit specified other vegetable fats — cocoa butter equivalents from six named tropical plants — to replace up to 5 per cent of the finished product, provided the label carries a conspicuous statement that the product contains vegetable fats in addition to cocoa butter. Those fats are used for heat stability and cost, they are not nutritionally alarming, and the honest complaint about them is about disclosure and melt rather than about safety.

What cocoa butter does

Cocoa butter is the fat fraction of the cacao seed, separated by pressing cocoa mass. Its distinguishing property is a remarkably sharp melting transition just below human body temperature: it is hard and brittle at room temperature and liquid in the mouth. That is why chocolate snaps when broken and then releases aroma as it melts, and no other common fat does it as cleanly.

The same property is what makes chocolate difficult to work with. Cocoa butter is polymorphic, crystallising into several forms of which only one gives gloss, snap and contraction, which is the entire reason tempering exists. Its virtues and its inconvenience are the same physical fact.

What cocoa butter equivalents are

Cocoa butter equivalents are vegetable fats whose composition and crystallisation behaviour are close enough to cocoa butter to be blended with it without wrecking the result. The EU directive names six tropical sources: illipe, palm oil, sal, shea, kokum gurgi and mango kernel. They are not arbitrary substitutes; they are chosen because they behave similarly under tempering.

The permitted addition is capped at 5 per cent of the finished product, calculated after deducting other edible matter, and it may not be used to reduce the minimum cocoa butter or total dry cocoa solids the standard otherwise requires. So the substitution operates within the composition floor rather than as a way around it. Rules differ elsewhere: some markets are more permissive, others less, and a few prohibit the practice under the chocolate name entirely.

Why makers use them

The most defensible reason is heat stability. Cocoa butter's sharp melt is a liability in hot climates and long supply chains, and a partial substitution can keep a product intact through distribution that would otherwise ruin it. For products sold into warm markets this is a functional decision rather than a cheapening one.

Cost and supply security are the other reasons and should not be pretended away. Cocoa butter is the expensive fraction of the bean, and its price has been volatile — the same production pressures visible in the origin production data have pushed it further. Substitution reduces exposure to that. The reasonable criticism is not that these fats are harmful but that a buyer expecting a pure cocoa butter product should be able to tell easily, which is exactly what the mandatory label statement is for.

How to tell, and whether to care

Where permitted vegetable fats are used in the EU, the label must carry a conspicuous and clearly legible statement that the product contains vegetable fats in addition to cocoa butter, placed near the sales name and the ingredient list. It is small, it is mandatory, and it is the single fastest way to answer the question. The ingredient list will also name the fat itself.

Whether it matters depends on what you want. For an eating bar where melt is the point, a pure cocoa butter formulation generally gives a better experience, and that is a legitimate preference to shop on. For a coated biscuit that has to survive a warm warehouse, the substitution is doing useful work. What is not reasonable is treating the presence of shea or mango kernel fat as evidence of adulteration: it is a permitted, disclosed, capped formulation choice.
